GLOBAL CHIN CHRISTIAN FEDERATION


By-laws
1.     Triennial Convention
1.1.  The highest power and authority of GCCF shall rest upon the triennial convention.
1.2.  GBD shall be responsible for organizing the date, venue and other requirements to hold the triennial convention.
1.3.  The quorum for the triennial convention shall be more than half of the committee.
1.4.  The tasks of the triennial convention shall be:
1.4.1.      To elect Executive Secretary for a term of three years
1.4.2.      To elect members of GBD
1.4.3.      To approve leaders of departments elected
1.4.4.      To review and evaluate the work of GCCF and constitution
1.4.5.      To review the financial report of GCCF

2.     Global Board of Directors (GBD)
2.1.   GBD shall be formed according to Article 10.1.2 of the GCCF constitution.
2.2.   GBD shall hold an annual meeting in April of the year.
2.3.   GBD shall have the following functions:
2.3.1.      To work on behalf of the Board of Management (BM) at intervals
2.3.2.      To take responsibilities for arranging the meeting of BM
2.3.3.      To supervise auditors checking the financial report of GCCF
2.3.4.      To oversee and review the works of the Executive Secretary, Departmental heads and field workers
2.3.5.      To authorize leave of absence for staff members and take necessary actions against work in breach of the constitution
2.3.6.      To terminate any committee members working against the constitution and bye-laws
2.3.7.      To elect Office Bearers (OB) from within members of GBD
2.3.8.      To elect Meeting Chair annually from within members of GBD

3.     Office Bearers of GCCF
3.1.   The Office Bearers shall be composed of:
3.1.1.      Executive Director
3.1.2.      Associate Director
3.1.3.      Executive Secretary
3.1.4.      Financial Secretary and
3.1.5.      Treasurer

4.     Executive Director
4.1.   The Executive Director shall be entrusted with the following tasks:
4.1.1.      To represent GCCF inside and outside of Burma
4.1.2.      To manage and lead BM, GBD and GA (Triennial Convention?)

5.     Associate Director
5.1.   The Associate Director shall be entrusted with the following tasks:
5.1.1.      To work as an assistant to Executive Director
5.1.2.      To take responsibilities on behalf of Executive Director in absentia
5.1.3.      To assist in management and leadership of BM, GBD and GA

6.     Executive Secretary
6.1.   The Executive Secretary shall be entrusted with the following tasks:
6.1.1.      To represent GCCF inside and outside of Burma
6.1.2.      To report on work of GCCF at every GCCF meeting
6.1.3.      To call a meeting in liaison with Executive Director
6.1.4.      To lead the OB meeting

7.     Financial Secretary
7.1.   The Financial Secretary shall be entrusted with the following tasks:
7.1.1.      To lead in fund-raising for GCCF
7.1.2.      To get permission for fund-raising issues from OB
7.1.3.      To report on finance to BM, GBD and GA

8.     Treasurer
8.1.   The Treasurer shall be entrusted with the following tasks:
8.1.1.      To keep financial records of GCCF
8.1.2.      To manage financial balance in line with GBD decisions

9.     Department
9.1.   Nine departments of GCCF shall be entrusted with the following tasks:
9.1.1.      To make a report on their work to BM, GBD and GA
9.1.2.      To raise fund on their own if they can but to keep fund in the GCCF’s account

10.  Nomination Committee
10.1.                The Nomination Committee shall be entrusted with the following tasks:
10.1.1.  To elect five Nomination Committee members one year ahead of the triennial convention
10.1.2.  To propose a name for any new position or department of GCCF
10.1.3.  To lead in any election of GCCF

11.   Mission Work
11.1.                Areas of mission work shall be decided with the approval of BM
11.2.                Amount of money allotted for the designated mission work shall be decided with the approval of BM
11.3.                Partnership shall be sought with the approval of BM

12.  Auditors
12.1.                The auditors shall:
12.1.1.   Be elected once a year by GBD
12.1.2.   Check the financial accounts
12.1.3.   Present financial report to ?

13.  Partnership and Networking
13.1.                The GCCF shall make a working relationship and a partnership with:
13.1.1.  Baptist World Alliance (BWA)
13.1.2.  Baptist World Aid
13.1.3.  WACC
13.1.4.  WCC
13.1.5.  MCC
13.1.6.  Development agencies
13.1.7.  Chin organizations and fellowships
